James Muldoon, Board Chairman


James Patrick Muldoon, Esquire is founder and chief executive officer of METCOR, and chairman of the board for Learning Systems International (LSI). Created in 1979, METCOR specializes in government relations, high technology training, telecommunications and oil production.  LSI is a wholly owned subsidiary of METCOR that develops high-tech training materials, documentation and delivers training. Prior to founding METCOR, Mr. Muldoon worked on Capitol Hill for five years as an assistant to a US Senator.


Among his many contributions to the community, Mr. Muldoon is a founder and member of the Board of Washington First Bank and immediate past chairman and current member of the board of trustees of St. Mary’s College of Maryland.


Mr. Muldoon has been actively involved in international sailing or boating-related organizations for over twenty five years. He has captained his 73-foot yacht, DONNYBROOK, with a highly competitive amateur team, in hundreds of races and has accrued over 75,000 miles of blue water ocean racing.


Mr. Muldoon has held over 30 leadership positions in sailing or boating-related organizations. Most notably, he holds or has held the following positions:

- Chair, Department of Homeland Security’s, National Boating Safety Advisory Council

- Member, Baltimore Area Maritime Security Committee & chair, Operations Subcommittee

- Member, Washington DC Maritime Security Steering Committee

- Member, board of directors & chair, Development Committee, Coast Guard Foundation

- Vice president, Government Relations Committee, US SAILING

- Administrative division director, US SAILING

- Founder board member & vice president, National Sailing Hall of Fame

- Founder & president, The Brendan Sail Training Program for Youth with Learning Differences

- Founding board member & chair of DC SAIL

- President, United States Sailing Association, (October 1997 to October 2000)

- Head, US Delegation, International Sailing Federation (October 1997 to October 2000)

- U.S. representative for sailing, US Olympic Committee (October 1997 to October 2000)

- Chairman, US SAILING Training Committee (1988-1991 and 2001-2004)


Mr. Muldoon has been the recipient of numerous boating safety awards including three commendations from the Department of Homeland Security, a 2010 National Water Safety Congress letter of commendation, the National Association of Boating Law Administrator’s 2006 Leadership Award and the US Coast Guard/US Power Squadron’s, Eagle Award in 2004. In 2010 he received two of US SAILING’s highest honorsundefinedthe Nathaniel G. Herreshoff Award for lifelong contribution to the sport and the Timothea Larr Award, for sailing education. He was also named Ambassador of the Chesapeake by Governor Martin O’Malley in 2010.


Mr. Muldoon has residences in Washington, DC and Bethesda, MD.
